If the switching is required, the DNI task compares the priority of the switching(S33). The DNI task sets up an ADC(Add/Drop Connection) for an HPC(High order Path Connection)(S34). The DNI task calculates an alarm guard time(S35). The DNI task updates a DNI table(S36). The DNI task reports the alarm to the MMI task side(S37). The DNI task registers and/or cancels the DNI table according to a request from the setup module(S22) or the cancellation module(S23,S38) and sets up the HPC ADC(S39).
