The ladder has stair rods placed in multiple steps between a pair of supporters extended up to an upper side of the tank, and has a backrest unit formed in a semi-circular arc shape to support the back of the worker from a point 2.5 meters up from the ground surface up to the upper side of the tank. The safety rail is detachably placed near one of the supporters of the ladder. The safety rail is made in plate shape with a broader width than the thickness, and is placed near the one supporter. On a side surface in a widthwise direction, a rail groove penetrating both side surfaces is formed in a longitudinal direction. On a front surface, sawtooth units are formed in multiple steps to be opened upward. The stopper made by folding a rod into "ㄷ" shape includes: a hinge unit formed on one side to be inserted into the rail groove of the safety rail; and a hanging unit formed to be hung on the sawtooth units on the other side. The stopper is firmly engaged with the safety rail through a nut fastened with a screw on an end of the hinge unit. An end of the hanging unit is connected to the safety vest of the worker by a rope, so when the worker falls, the stopper is rotated around the hinge unit, and the hanging unit hangs on the sawtooth units.
