The present invention relates to an eco-friendly interior construction panel with excellent soundproofing effect. Soundproofing and insulating effects can be obtained by attaching a soundproofing insulation plate, a connecting soundproofing insulation material, a corner connecting soundproofing insulation material, and an end-finishing soundproofing insulation material to a building wall. A vacuum pump provides uniform, periodic, and automatic air circulation for water collecting grooves of a plurality of soundproofing insulation plates so as to automatically discharge or dry the remaining condensation water. Therefore, discoloration or contamination of the interior panel or the growth of mold can be more securely prevented and thus the indoor environment can be kept eco-friendly.
