According to an embodiment of the present invention, the fuel cell heat recovery ORC power generation system comprises: a fuel cell stack to generate electrons by oxidation and reduction reaction of gas, and generate electric energy by moving the electrons; an economizer installed on an exhaust duct connected to an exit of the fuel cell stack to recover heat of exhaust gas discharged through the exhaust duct and to directly vaporize a working fluid of liquid using the recovered heat; a turbine generator rotated by a working fluid of steam supplied by the economizer to generate electricity; a condenser to condense a working fluid of gas coming out after rotating the turbine into a liquid form by a coolant; and a transport pump to supply the working fluid in a liquid form to the economizer by pumping to circulate the working fluid. 본 발명은 연료전지 배열회수 ORC 발전시스템에 관한 것으로서, 더욱 상세하게는 연료전지 반응과정에 나오는 고온의 배기온수와 배기가스를 이용하여 작동유체를 직접 예열 및 가열하여 발전함으로써 에너지 전환 효율을 향상시킬 수 있는 연료전지 배열회수 ORC 발전시스템에 관한 것이다. 본 발명의 실시예에 따른 연료전지 배열회수 ORC 발전시스템은 기체의 산화 및 환원반응으로 전자를 발생하고, 상기 전자의 이동으로 전기에너지를 생성하는 연료전지 스택과, 상기 연료전지 스택의 출구와 연통된 배기덕트에 설치되어 배기덕트를 통해 배출되는 배기가스의 열을 회수하여 그 회수된 열로 액체의 작동유체를 직접 기화하는 열회수기(Economizer)와, 상기 열회수기를 통해 공급되는 증기의 작동유체에 의해 회전하여 전기를 발생하는 터빈 발전기와, 상기 터빈을 회전시키고 나온 기체의 작동유체를 냉각수에 의해 액체 상태로 응축시키는 응축기, 및 상기 액체 상태의 작동유체를 펌핑에 의해 열회수기에 공급하여 작동유체를 순환시키는 이송펌프를 포함하여 구성된다.
