The triple-layered composite waterproofing structure according to the present invention includes the water-soluble epoxy layer formed on the concrete floor surface; the water-soluble tar layer formed on the water-soluble epoxy layer; an asphalt primer layer formed on the water-soluble tar layer; a rubber asphalt coating agent layer formed on the asphalt primer layer; and a rubber asphalt waterproofing sheet attached onto the rubber asphalt coating agent layer. The layers are successively formed on the concrete floor surface. The water-soluble is formed by mixing 40-45 wt% of vinyl acetate ethylene (VAE) copolymer emulsion, 13-17 wt% of tar, 1.3-1.5 wt% of polyoxyethylated rate oxy-phenol, 2.2-2.5 wt% of 2.2.4-trimethyl-1.3-pentanediol mono-isobutyrate, 7-8 wt% of water, 0.15-0.2 wt% of an antifoaming agent, 0.15-0.2 wt% of a levelling agent, 10-15 wt% of barium sulfate, and 10-15 wt% of precipitated calcium carbonate.
