In the separation membrane process, a mixture gas (CO and H_2) including at most 50-60% of a H_2 component is produced as a basic chemical material, and a mixture gas (CO and H_2) including at least 80-90% of the H_2 component is separated and recovered by the hybrid method by which the hydrogen PSA process for separating and recovering H_2 is performed as CO with high purity, H_2, and a mixture gas of CO and H_2 with a constant mixing ratio. Thus, the basic chemical materials may be reproduced, the operation may be easy, and the method may be economic. In addition, the load of the hydrogen PSA process may be largely decreased, and efficiency may be increased.
