Zusammenfassung:	The present invention relates to a method for manufacturing eco-friendly alcohol-free, water-soluble propolis and, more specifically, to a method for manufacturing water-soluble propolis in which ethanol does not remain and which passes an extract and condensing step and a water- solubilization step after removing foreign substance and wax of collected propolis. The present invention provides the method for manufacturing the eco-friendly alcohol-free, water-soluble propolis which passes through the water-solubilization step using eco-friendly material L-arginine after extracting and condensing the propolis by removing floating materials such as the foreign substances and the wax from the propolis by compensating the existing technology and by solving the problem of the existing method.
