CONSTITUTION: A switch control unit(310) turns on a switch which is connected in parallel to a fixed contact point(11) and a movable contact point(12) by outputting a switch on signal. An excitation coil control unit(320) outputs a coil excitation signal to turn on a relay(1). A contact resistance operating unit(340) measures a contact resistance between the fixed contact point and the movable contact point. A voltage monitoring unit(350) diagnoses the received driving voltage for the control unit. A relay state monitoring unit(360) diagnoses the received relay on signal.
