The monitoring device can not move with the specific target and communicate with the sticked device. The PDE calculates the current location of the specific target by using location information acquired through at least one of a satellite and a mobile communication network. The server can communicate with the tracking device and the monitoring device and receive information about the current location of the specific target from the PDE. If the sticked device is positioned in a location where the sticked device can communicate with the monitoring device, the sticked device maintains communication with the monitoring device. If not, the sticked device maintains communication with the tracking device.
