The non-ionic surfactant is liquid or paste below 40 deg.C, and it has HLB value of 5-15, being selected from a group of polyoxyethylene alkylether, polyoxyethylene sorbitan fatty acid ester, sucrose fatty acid ester, polyoxyethylene sorbitan fatty acid ester, polyoxyethylene fatty acid ester and fatty acid alkanolamide.
