When the upper mold 10 is lowered furthermore, the sharp inclined part 14b of the cutting edge 14 of the punch 2 pushes out the pipe wall of the pipe P laterally, and presses said pipe onto a receiving cutting edge 4, and shears the observe and reverse surfaces in cooperation with a cutting line 6a. When the top part 14a reaches the inside surface on the opposite side of the hole (a), the pipe wall is pushed by the top part 14a, and sheared by the cutting line 6a, and when the upper mold 10 lowers furthermore, a shearing action proceeds in the directions of arrows A and B from the gently inclined part 14c side and the sharply inclined part 14b side, and scraps S and S are separated. Therefore, a force for recessing the pipe P does not act, and the trouble of deformation of the sectional shape of the pipe P is prevented.
