Moreover, the means 22 displays 31 the current time and the power failure supplement time alternately while the power failure supplement time is subjected to a subtraction processing as time passes to continue the ON state of an output relay 38 until the power failure time is down to zero. When the end of the power failure supplement time is discriminated, the current time alone is displayed 31 and the relay 38 is turned off thereby ensuring a power supply to a load.
