The rearward (36) portion contains a channel adjacent the rear end (46). A resilient retainer (60) surrounds substantially all of the rearward (36) portion and extends rearwardly past the rear end (46). The retainer (60) has an inward projection (74) which is received within the channel so that the elongate body (32) and retainer are retained together. The retainer (60) has an unstressed diameter greater than the diameter of the bore (22) so that when the cutting tool (30) is inserted into the bore (22) the retainer (60) expands against the bore (22) so as to be held therein whereby the body (32) is free to rotate relative to the block (14).
