Zusammenfassung:	PURPOSE:To increase processing speed by providing a processing part which interprets contents of a template holding the information of a template picture and converts them to an intermediate-format program and analyzing instruction specifications to convert them to information to be held on the template. CONSTITUTION:In case of conversion of given instruction specifications 5 to an intermediate-format program 4, information related to a template picture 1 is held on the template 2. The format of specifications 5 is analyzed by a template conversion processing part 6 to write information on the template 2, and contents of the template 2 are interpreted by an intermediate format conversion processing art 3 to generate a program 4.
