The vertical shafts on each of which to mount each blade 6 are rotatably mounted to plural mounting bosses 10 protruded radially from the surroundings of the rotary shaft 5 and at right angle with the vertical shaft 5 by means of a radial bearing 9A and a thrust bearing 9B. The rotation range of each shaft 8 is regulated through a swing pin 11 secured to the shaft 5 and engaged with the groove of a flewing arm 12 secured to the rotary shaft 5.
