CONSTITUTION:The strip 6 fed from a pay-off reel 7 is sent through inlet side tension rollers 1 to the inlet side work rolls 10 and the outlet side work rolls 11 to roll, then wound on a tension reel 12 through tension rollers 2. In this case, number of revolutions of the inlet and outlet sides work rolls 10, 12 are measured by pulse oscillators 13, 14 to obtain peripheral speeds and to obtain the passed lengths per a unit time l, l0. Using these passed lengths l, l0 and a coefficient alpha of preceding of the inlet side work roll 10, the stretch percentage of the strip 6 is obtained by a computing element 5'. In this way, the stretch percentages of the strip 6 at the top and rear ends are obtained reliably.
