But the water level L1 of a heat exchanger 5 is adjusted and ascended to a water level L2 by a water level controller 7 and an adjusting valve 8 because the quantity of exhaust steam pressure-controllable within a rated evaporation quantity must be increased. Therefore, the quantity of extracted steam from the steam turbine 2 is reduced because the heat transfer area of the heat exchanger 5 is reduced. And the quantity of steam for the process 8 is increased that much, pressure control by a pressure controller 9 also is enabled. Thus, the increased quantity of steam in the process can be quickly dealt with.
