A radio wave transmitted by the antenna A1 of the radio zone Z1 is propagated along the road, but attenuates sufficiently nearby the end point of the radio zone Z3 which are two radio zones beyond, so the same communication frequencies are usable by every 3rd radio zone in this direction. The radio zones Z4, Z5, and Z6, on the other hand, are shielded electro magnetically from the radio zones Z1, Z2, and Z3 by the buildings along the road, the repetitive distance in this direction does not depend upon the distance from base stations, and the same communication frequency is usable by every 3rd radio zone (three roads).
