The upper roll Bu1 for the lower peripheral speed side roll Wu1 is disposed on the outlet side of the rolling mill and the lower roll Bl1 for the high peripheral speed side roll Wl1 is disposed on the inlet side of the rolling mill to offset the horizontal forces acting on the respective rolls Wu1, Wl1. The different peripheral speed rolling is thereby stabilized and the failure in the roll neck part and bearing part is prevented.
