Since the wheel 8 is energized through a tensile spring 20 to the rail side F, the wheel 8 will rotate around the shaft 1 as the rail F rotates. While since the thrust load of compression spring can be adjusted by means of a nut, rotation of wheel 8 can be braked. Furthermore, the rotation of reel B can also be braked. Consequently, the brake torque can be regulated by means of a nut such that the reel B will never rotate through self-weight of hose to prevent unnecessary pay-out of hose while to never produce friction at the contacting section of brake.
