The base is preferably sodium hydroxide and the amount is 2-3mol based on 8-oxyquinoline. The inorganic copper salt is preferably crystalline copper sulfate and the amount is equimolar. Further, the amount of the aqueous medium is 0.5-5l per mol of the quinoline.
