By this mechanism, high voltage is applied to the liquid 1 to be treated as a pulse. By this method, service water or waste water can be treated efficiently by one process and an available chlorine amount, ORP (redox potential) or COD (chemical oxygen demand) can be certainly reduced and, therefore, this method is optimum as the treatment method of service water or the like.
