The first DELTAX and DELTAY values are stored to a DELTAX, DELTAY memory 111 from a coding mode control circuit 102, [0] to a mode selection memory 112 and [0] to a state memory 113. At the coding of the procedure 1-2, when the circuit 102 opens a gate 144, the content of the memory 111 is transferred to code picture element extracting circuits 121-123. These circuits read sequentially the value of picture element coded by the procedure 1-2 from the memory 101 and transfers it to a run length coding circuit 151. The circuit 151 decides the run length coding on the condition that both signals received from the memories 112, 113 are at [0] and codes a picture signal from an extraction circuit.
