CONSTITUTION:A pattern 2 to be verified read from a seal impression to be verified is inputted to a contact/separation judging section 7 and judged whether the outer frame and characters of the patten 2 are in contact or separated. Contact/separation of a registered seal impression is judged 8 similarly, and the results of judgement of the two are compared by a characteristic comparing section 9. When one is in contact and another is separated, action of a position adjusting section 3, and a comparing section 4 is stopped, and the two patterns are judged as dissident. The judging sections 7, 8 trace the outer contour and inner contour of the outer frame of seal impression pattern, and derives the ratio of the number of inner contour points Ni to the number of outer contour points No; k=Ni/No. When 1>=k>=0.9, it is judged as separated, if not, it is judged as in contact.
