By this structure, an apparatus can be made simple and a treating amount per a unit time can be made much while strong shearing force can be applied. As an example of a slurry applied to this condition, a pigment dispersed slurry (a solid component 60-80%, a dispersant 0.1-0.5%) to be added to a paint substrate is represented. By this stirring, mixing and dispersing are sufficiently performed and, for example, the flowability and stability of the slurry can be enhanced and the properties obtained in the next process can be improved.
