Since the acutual speed is further decelerated, the difference between the stored speed V0 and the actual speed V is obtained by the first arithmetic unit 7 and multiplied by the gain. Further, the second arithmetic unit 8 subtracts the regeneratively brake torque command value 9 by the output of the first arithmetic unit 7, thereby slowly reducing the actual regenerative torque 10 by the quantity proportional to the speed decreasing rate.
