An address counter 302 is connected to an address terminal of the memory 101, and the clock pulse having variable frequency is applied to the counter 302 from a voltage control oscillator (VCO) 303. An A/D conversion is given to the frequency information of 2 bits which is read out of the memory 101, and the oscillating frequency of the VCO303 is controlled by the output voltage of the A/D conversion. The oscillating frequency of the VCO303 is set in response to the oscillating frequency of a VCO113 which is obtained in a writing mode. In such a constitution, the memory 101 performs the reading at a speed corresponding to the stored frequency information. Thus an effective application is possible for a memory element.
