The vortex gases formed in a vortex chamber 9b are fed into the furnace 1 to fluidize the charging mateials in the high temp. reducing atmosphere of 450-650 deg.C in the furnace 1. The og. materials are thermally decomposed and the materials contg. halogen element in the product of the thermal decomposition are absorbed in the metals. The remaining thermally decomposed components are recovered through a recovering duct 12 in the upper part of the furnace 1 and the metals are recovered through a metal recorvering port 9 in the lower part of the furnace 1.
