It is then deflected by the first deflecting coil 34 and the second deflecting coil 35 and irradiated to the penetration base 18 as a forming electron beam 22 at an angle of incidence of theta. The forming electron beam 22 moves along the weld line with movement of electron beam 20 in the direction of plate width and melts smooths the penetration bead formed at the joint part successively and continuously and corrects irregular shape.
