CONSTITUTION:A pitch-like material having a toluene-insoluble content of >=10wt% and a softening point of 50-400 deg.C (e.g. the material obtained by the solvent extraction of coal) is dispersed in an aromatic medium oil (e.g. liquefied coal oil), and the slurry is hydrogenated at 350-480 deg.C under a hydrogen pressure of 30-350kg/cm in the presence of a catalyst having a specific surface area of >=10m /g, a pore volume of >=0.2ml/g, and an average pore diameter of 50- 500Angstrom and obtained by supporting a hydrogenation-active metal component (e.g. iron) to a non-acidic porous carrier (e.g. magnesia silicate such as sepiolite).
