Al, 4-10 times as much Ti as (N+O)%, 0.0005-0.009% B and the balance Fe with inevitable impurities. The amounts (%) of C, Si, Mn and Cr in the steel are regulated so that the ideal critical diameter DI according to equation I is made 1.0-8.0 in.
