PROBLEM TO BE SOLVED: To make it possible to support the work frame designing based on the hierarchical structure of a process application and with no dependence on a controller device, by connecting plural work frames to each other in the superordinate/subordinate relation to obtain a hierarchical structure of work frames. SOLUTION: A work frame generation part 1 generates writable work frames and stores them in a work frame storage part 2. A link means links the work frames generated by the part 1 to other work frames stored in the part 2 in the superordinate/subordinate hierarchical relation. An object writing part 3 writes the objects of a program and the data or an object of both program and data in every work frame stored in the part 2. Thus, a hierarchical structure of work frames is obtained. In such a constitution, the work frame designing is supported based on the hierarchical structure of a process application and with no dependence on a controller device.
