Zusammenfassung:PROBLEM TO BE SOLVED: To attain improvement in services for users by enabling the return of cards even in the case of power failure. SOLUTION: When an IC card 80 is inserted from a card slot 3, a mover 50 moves and a relay lever 55 turns so that an operating lever 60 is slid. The slid operating lever 60 is held by a holding lever 65, the card slot 3 is closed by a shutter, and the IC card 80 is held in a card inserting path. By hooking a transmitter/receiver on a hanger arm 4, a hook switch is opened, holding with the holding lever 65 is released by operating a solenoid, and the IC card 80 is returned. A delay means is provided at an initial state recovering means 25 for releasing the holding of the holding lever 65 through a pin 24 while being interlocked with the operation of the hanger arm 4.
