Zusammenfassung:	PROBLEM TO BE SOLVED: To monitor each port without decreasing the number of transmission channels. SOLUTION: A switch matrix 30 gives an acknowledgement signal from a port 21b to an address counter 11a and gives it also to a monitor decoder 21h via a changeover circuit 31. Upon the receipt of the acknowledgement signal, the monitor decoder 21h receives and decodes compression data on a time slot bus 16 and outputs video data for a monitor output. That is, upon the receipt of the acknowledgement signal, the monitor decoder 21h receives the compression data and the port 21b obtains a monitor output that is a decoded video image.
