Zusammenfassung:PROBLEM TO BE SOLVED: To prevent the alteration and illegal use of a used magnetic prepaid card. SOLUTION: In this ROM card, a magnetic layer 2 is applied on a substrate 3, and magnetic recording data are formed like a bar code on the magnetic layer 2 by using ink with high magnetic permeable substances as main pigment. The fixed magnetic recording data are prevented from being magnetically eliminated or re-written, and the fixed magnetic recording data are used as a degree signal 1. Then, the fixed magnetic recording data are destroyed so as not be re-used each time this card is used or after this card is used.
