The internal cylinder 16 is borne on the external cylinder 14 through springs 18 and damping members 20 arranged in parallel with each other, and a vibration system constituted of the springs 18, damping members 20 and mass of the internal cylinder 16 is synchronized with a natural period of the external cylinder 14.
