Further, this system is provided with a facility database 304 for online and a test computer C3 for testing the facility database for maintenance and additionally, a facility data state table 5 is commonly provided for holding the states of the facility database for online and the facility data base for maintenance at the respective computers. In the case of maintenance, whether switching is enabled or not is judged from the states of databases and an interlock function is provided for preventing erroneous changes.
