SOLUTION: The temperature of a material is raised in an evacuating cooker and is discharged out of the cooker at a time when the water content of the material has become 5-7%, for example, then, oil is removed through a centrifugal separator. Exhaust gas, produced by evaporation in the cooker, is sucked into a condenser 8 to changed into drain and, thereafter, is sent into a reserving tank 11 by a vacuum pump 5 and is sent into a heating tank 13 from the reserving tank 11 through a pump 12. In the heating tank 13, condensed water is heated by steam from a steam nozzle 14 to treat ammonia base nitrogen, contained in the condensed water, through decomposition and transpiration. The condensed water, heated by steam in the heating tank 13 in such a manner, is cooled in a cooling tank 16 and is sent into a water treating facility 19 at a temperature without charging any burden for the treatment of water in a process thereafter.
