Thereafter, aggregate 7 is charged to the uppermost layer and the opening is molten and sealed to form a fixing capsule 1 for an anchor bolt. The weight ratio in one layer of the curing resin component and the curing agent component is decided to be 3:1. The number of the constricted recesses is two or more and the constricted depth of the recesses is set so that the contact area of the curing resin component and the curing agent component is equivalent to 15-65 % of a case that the constricted recesses are not formed. In this way, the driving resistance is reduced and a favorable fixing strength having less scattering can be obtained.
