A reference electrode 5 is arranged and installed in the auxiliary region 2 in a position in which residual halogens in the liquid to be evaluated are decomposed. In the auxiliary region 2, the residual halogens in the liquid to be evaluated are decomposed by a residual-halogens decomposing substance. The concentration of the residual halogens is evaluated on the basis of the potential difference between the reference electrode 5 and the electrode 3 for potential measurement.
