SOLUTION: Test transmission executed only after the latest out of a prescribed minimum time, reception of an acknowledgment from the preceding test, and transmission of a minimum data burst is included in other features of this congestion control system. This congestion control system gives less reduction of the speed in the case of a low speed and gives more reduction of the speed in the case of a high speed. A logarithmic speed control function presents this capability. All values in a speed reference table are changed in response to the excessive speed variance to realize speed damping. Finally, an available band width is fairly shared as a beginning point for start or exit from a defined speed damping area.
