SOLUTION: A radio wave absorbing panel is manufactured by mounting a hanging frame 54 having a plurality of bolt holes 56, bored through its top plate on a stool 51, and hanging bolts 57 are passed through the holes 56 from the top side so that their front ends can be protruded downward from the top plate of the frame 54 and can be moved in the vertical direction, so as to arrange reflecting bars 61 above a resistance film layer 52 in a mold 53. Then the reflecting bars 21 are supported with fixing jigs having nuts at one ends by engaging the fixing jigs with the bolts 57.
