When a fuel power generator is placed in its power generation and the temperature of the holding water in the steam separator 21 rises to a fixed value or more, the shut-off valve 49 is opened to introduce blow down water in the steam separator 21 into the heat medium (high temperature water) circulation system 25. In this case, an increased quantity portion of heat medium (high temperature water) is conveniently placed in its overflow from the expansion tank. The heat of the blow down water is supplied to some outside waste heat utilizing equipment via a heat medium circulation system 25 of the cooling water cooler (cooling water cooling device). Thereby, any waste heat of the fuel cell power generator can be effectively used so that the heat output of hot water may be improved or a steam generation quantity can be increased.
