In that case, a vent section 50 is formed between a resin material feed section 46 and a discharge section 48 of an extruder 40, and the screws are formed not for compressing but only for melting and/or kneading on a screw zone formed between the vent section and the above- referred feed section, and a heating means is attached to the screw to constitute a melting and kneading section 60, and the above-referred water content is separated and evaporated in the melting and kneading section, and also water vapor and other volatile components are introduced into the vent section 50 and exhausted.
