The inner circular weld 25 and the outer circular weld 27 are completely penetrated into the grooves to be fixed. On the jacket 29, a circular joint hole 31 is provided beforehand with a groove for weld, corresponding to the joint position of the stay 23. The outer radius of the outer rim 23b of the joint material 23 to be fixed to the joint hole 31 is cut stepwise, where the inner surface of the jacket 29 touches. Then the jacket's joint hole 31 and the joint material 23 is fixed with circular weld 33.
