Zusammenfassung:PROBLEM TO BE SOLVED: To reduce tensile force applied to a web extended between a winding mechanism and a tightening mechanism when a winding shaft is supplied onto the winding mechanism. SOLUTION: A roll 10 comprising a web 3 wound around a winding shaft 9 by a winding mechanism 7 for a specified length is moved to roll from the winding mechanism 7 to a tightening mechanism 11, so the tightening mechanism 11 is controlled when a new winding shaft 9 is supplied onto the winding mechanism 7 in the condition where the web 10 is extended between the winding mechanism 7 and the tightening mechanism 11, thereby tensile force applied on the web 10 extended between the winding mechanism 7 and the tightening mechanism 11 is reduced.
