SOLUTION: A ventilating fan 7 to take in air is provided at an inlet 6 of a package 5, and an air duct 9 to send ventilating air locally is provided on discharge side of the ventilating fan 7. Since ventilating air can be concentratingly supplied to a local part in high temperature atmosphere, such as an upper part of a fuel reformer 2, an atmosphere temperature inside the package 5 can be kept at an allowable temperature or less without increasing in particular a required power for ventilation. Also, since ventilating air of a low temperature is blown directly to an apparatus on which electronic components such as a control valve 3 are mounted, heat deterioration of the electronic components can be suppressed, so that their long life time can be materialized and reliability of the system is enhanced.
