SOLUTION: A molding element 1 is divided into a uniform sector group by a plurality of intermediate element group, consisting of mutually neighboring intermediate elements 1I in the part G and part D of an outer peripheral crown mold while a standard element 1S is arranged between mutually neighboring two sets of intermediate element groups. When the mold is closed, the head 19a of a molding sheet 1 in the part G is engaged with the notch 19b of a molding sheet 1 in the part D to equalize the height of radial direction of the molding sheet 1. A steel strip 3 and a shell 4 are retained on respective plates 2 and a ring 7 is fixed to the strip 3 while the ring 7 is provided with several projections 71 on the inside part of the radial direction of the same and the intermediate element 1I slips in slits provided between the projections. As a result, the variety of position of the intermediate element 1I can be minimized.
