PROBLEM TO BE SOLVED: To prevent the toner recycling error of a paper carrying belt cleaner that may be caused by the blocking of a recycled toner with poor flowability which contains fuser oil for use in a fixing machine, particularly when double- sided copying is carried out continuously, in a cleaning device which removes and recycles the toner adhering to a paper carrying belt. SOLUTION: This cleaning device uses a rotating brush roll 24 to scrape off a toner remaining on a paper carrying belt 20, shakes off the toner adhering to the brush roll 34 by colliding the peripheral surface of the rotating brush roll 34 against a flicker bar 35b, and recycles the removed toner using a screw member 37 provided below the brush roll 34. In this case, the flicker bar 35b is provided with a wall extending in approximately the same direction as the direction of the tangent of the brush roll 34 at a flicking part A where the brush roll 34 collides against the flicker bar 35b.
