Whereupon, cuttings 10, 10 produced by formation of the drilled hole 9 can be prevented from dropping in a gap 11 produced between the outer surface of the concrete structure 1 and the inner surface of the steel plate 3. Thus, it causes no obstacle to injection filling of a coagulating reinforcing agent such as resin or the like in the subsequent process.
